Enable Self-Assignment Only

The rule validates the Assignee field, allowing only self-assignment. The user is prompted with a message when the assignment is invalid.

Only Global Issue Create is currently supported.

Case 1. Prevent users, except those with the Administrator project role, from assigning issues to others.
